There is a tie above the ruching. Measurements: underarm to underarm: 16" flat across; length from shoulder to hem: 38". Please view photos for a better description. This was a donation to our shop. We will refund you upon receipt of the item in its original condition, after both Buyer and Seller cancel the transaction from eBay. Return shipping should be paid by buyer for buyer's remorse. Return shipping will be for the actual shipping price paid in sending this out to you as I do my best to ship at the least expensive cost.
