With Arbeiter u[nd] Soldatenrat cachet from one of the idealistic and short lived Communistic "Worker's and Soldier's Councils" formed primarily from the disillusioned sailors from the Kaiser's Navy, along with fellow travelers from the ranks of soldiers and workers. Very scarce - most of these poor buggers ended up shot, jailed, or later oppressed by the right-wing which took over Germany in the 1930's.
