Original medals were struck at the Philadelphia Mint in 1861 after the defection by the New Orleans Mint employees of that year to join with the South during the beginning months of the Civil War. Apparently Mint Director James Pollack believed that taking an oath would dispel and southern sympathizers, and had Paquet engrave the dies with the obverse showing Washington's bust facing right, with the words The Constitution is Sacredly Obligatory on All". On the reverse a laurel wreath surrounds "U. S. Mint. / Oath of Allegiance Taken by the Officers and Workmen / Sept 2, 1861 / Jas. Pollock Dir." "At the start of the war, all federal employees were required to take an oath of allegiance and sign a log book affirming that they had done so" (Musante note). 818 pieces were struck between 1861 and 1904
